David H. Martin is the Chairman and founder of the Law Enforcement Legal Defense Fund, an organization that provides assistance to police officers unfairly charged with a crime or a civil offense while acting in the line of duty.

Mr. Martin has served in the federal government in a variety of significant positions, including Director of The Office of Government Ethics from 1982 to 1987 where he was responsible for policies and ethics enforcement extending to the entire federal executive branch. As Director of the Office of Government Ethics, Mr. Martin served on the Presidents Council on Integrity and Efficiency.

Mr. Martin served as Chief counsel to the United States Secret Service during the Nixon, Ford and Carter administrations and during the Bush administration was President of the Legal Services Corporation. He started government service as a Special Trial attorney prosecuting organized crime in the Criminal Division of the U. S. Department of Justice.
Mr. Martin has lectured and taught on ethics issues and matters and has published numerous articles on effective ethics and codes of conduct.

Mr. Martin is admitted to practice law in the District of Columbia, Maryland and Virginia, and in all local, state and federal courts. He is the Member of Bar Association in each state and member of the Federalist Society. He has been in private practice of law and also served as a Vice president & Counsel, Q Systems, a computer services firm located in Northern Virginia.

Mr. Martin is a graduate of the George Washington University Law School and has a degree in economics and history from Western Maryland College. He is a member of Omicron Delta Kappa, and developed and served on the college Honor System. He played varsity basketball and tennis and still enjoys both sports.

Mr. Martin is married to Dr. C. Dianne Martin, and has two children, Jennifer and Charles David. They reside in McLean, Virginia.
